TITLE: GENERAL MANAGER
DUTIES: Under the direction of the Groton Electric Light Board, and subject to M.G.L. Chapter 164, the
Manager has full responsibility for the operation and management of the Groton Electric Light Plant.
Salary negotiable based on qualifications and experience.
The Manager provides leadership, motivation, and direction to 11 FTE’s; determines work priorities and
assignments, coordinates staff activities, and establishes operating policies and procedures.
The Manager is responsible for the preparation, review, and approval of annual budgets ($12,000,000),
action plans, and policy recommendations for submittal to the Groton Electric Light Board.
The Manager determines the proper staffing levels to ensure high quality customer service within budget
guidelines. The Manager performs the hiring, terminating, and promoting of employees.
The Manager coordinates communications and is expected to maintain good working relationships with
government officials in the Town of Groton, as well as elected State and Federal officials. The Manager
will also represent GELD at state, regional and national utility trade shows, conferences, and committees.
The Manager is responsible to review and approve power supply forecasts, long and short-term contracts,
and resulting electric rate schedules for submittal to the Groton Electric Light Board.
The Manager reviews and approves bid specifications, bid evaluations, purchasing procedures, acquisition
of materials and supplies.
Serve on call twenty-four (24) hours a day, seven (7) days per week, to address and respond to emergency
situations in a 32 square mile service area with 5,000 meters. Must reside within 30 minutes of Groton,
Massachusetts.
QUALIFICATIONS: A bachelor’s degree or equivalent in a related field is preferred. A minimum of ten
(10) years full-time experience working in the electric utility industry or related field is preferred. A
minimum of five (5) years’ experience in a management capacity supervising a workforce of five (5) or
more employees is preferred.
